Marketing Budget Planning: A Q4 Checklist Before You Commit to 2027

October is when most Singapore SMEs start building next year’s numbers, and when the marketing budget usually gets set by taking this year’s figure and adjusting it slightly. That is quick, and it carries forward every mistake in the current plan.

Work through this before the figure is locked.

Review what this year actually did

  • List every recurring marketing cost, including tools and subscriptions nobody has reviewed.
  • Identify which channels produced enquiries, not just traffic or impressions.
  • Note anything that was funded all year and never properly measured.
  • Check which activities quietly stopped and whether anyone noticed the difference.
  • Separate one-off project costs from genuine running costs, so the baseline is honest.

Pressure-test the marketing budget against the plan

  • Write down the commercial target the budget is supposed to support.
  • Work backwards: how many enquiries, at roughly what cost, would that take?
  • Flag any assumption in that chain that nobody can evidence.
  • Decide what you will stop doing, not only what you will add.
  • Leave a contingency line, because something will come up in Q2.

Account for timing, not just totals

  • Map spend against your actual selling season rather than spreading it evenly.
  • Allow lead time for anything that compounds, such as content and search.
  • Check the calendar for Chinese New Year, school holidays and industry events.
  • Agree a mid-year review point with the authority to reallocate.

Sense-check the cost assumptions

  • Ask suppliers now whether rates are changing, rather than discovering it in February.
  • Check which tool subscriptions renew annually and when the price step happens.
  • Budget for the production behind a channel, not only the media spend on it.
  • Cost the internal time each activity needs, since that is usually the real constraint.
  • Price a realistic version of each line, not the cheapest quote you can find.

Write the marketing budget down as a set of decisions

  • Record what each figure assumes, so next October’s review has something to check against.
  • Name an owner for every line, not just a department.
  • Agree what evidence would justify increasing or cutting each line mid-year.
  • Note which lines are commitments and which can still be reversed after Q1.

A budget written this way survives a change of plan. One that exists only as a spreadsheet total gets re-argued from scratch the first time something shifts, usually under time pressure and with worse information than you have now.
